I suggest avoiding disabled buttons if you can. Better to have it always enabled, and if users didn't provide some required information just highlight the empty fields, or bring up noti...

A hybrid of both would actually be better:
Disabled button to let the user know that there’s still something to be done before proceeding but if the user actually clicks/taps on it, the error should appear anyway.
